{"id":7892,"date":"2015-02-01T12:10:11","date_gmt":"2015-02-01T12:10:11","guid":{"rendered":"http:\/\/sites.cardiff.ac.uk\/piracylessons\/?p=7892"},"modified":"2015-03-03T08:29:57","modified_gmt":"2015-03-03T08:29:57","slug":"oceans-beyond-piracy-facilitates-technical-sub-group-on-maritime-situational-awareness","status":"publish","type":"post","link":"http:\/\/sites.cardiff.ac.uk\/piracylessons\/2015\/02\/01\/oceans-beyond-piracy-facilitates-technical-sub-group-on-maritime-situational-awareness\/","title":{"rendered":"Oceans Beyond Piracy Facilitates Technical Sub\u00a0Group on Maritime Situational Awareness"},"content":{"rendered":"<p>The CGPCS Technical Sub Group on Maritime Situational\u00a0Awareness (MSA) was established following the 15th plenary\u00a0meeting of the CGPCS held in Djibouti in November 2013,\u00a0which agreed that \u201ca technical sub group of WG1 will consider\u00a0future information sharing requirements in the maritime\u00a0domain and present a paper on the anticipated challenges\u00a0and potential solutions for discussion by WG1 in early 2014.\u201d<br \/>\n<a href=\"http:\/\/oceansbeyondpiracy.org\/\" target=\"_blank\">Oceans Beyond Piracy (OBP)<\/a> agreed to convene this sub group\u00a0and facilitate mapping of the issues. Three meetings were held\u00a0in February, May, and September of 2014, resulting in two\u00a0documents titled \u2018Initial Findings\u2019 and \u2018Final Findings\u2019, and a 2\u00a0page summary showing the current and planned information\u00a0sharing framework in the Western Indian Ocean. <a href=\"http:\/\/www.lessonsfrompiracy.net\/2014\/11\/23\/communique-of-the-17th-plenary-session-of-the-contact-group-on-piracy-off-the-coast-of-somalia\/\">At the 17th plenary meeting of the CGPCS held in Dubai in October 2014<\/a> the WG Counter Maritime Piracy and Mitigation Operations\u00a0agreed that MSA should be included in the work plan of the\u00a0WG. As part of its ongoing support to the CGPCS and with\u00a0support from Chairmen of the WG Counter Maritime Piracy and\u00a0Mitigation Operations, OBP organized the subject workshop in\u00a0Brussels, Belgium on 29-30 January 2015. Approximately 30\u00a0representatives from governments, international and regional\u00a0organizations, military agencies, the maritime industry, and\u00a0civil society participated in the workshop. The workshop was\u00a0funded by OBP, and was hosted by the CGPCS WG Counter\u00a0Maritime Piracy and Mitigation Operations and OBP. Previous\u00a0meetings of the sub group had identified three types of\u00a0information, or building blocks, needed for a comprehensive\u00a0MSA framework. These information types formed the\u00a0foundation for discussions during the workshop: (1) Maritime\u00a0Traffic Awareness; (2) Maritime Threat Awareness; and (3)\u00a0Maritime Response Awareness.<\/p>\n<p>The participants to the workshop concluded that the continuous\u00a0efforts over the past six years from industry, national and\u00a0regional authorities and the proactive synchronization of\u00a0the three coalitions and independent deployers through the\u00a0SHADE process have created \u201cthe world\u2019s most comprehensive\u00a0Maritime Response Awareness system\u201d and that the\u00a0common goal now is to create and ensure a comprehensive,\u00a0sustainable MSA framework in the Indian Ocean. To achieve\u00a0this goal, participants concluded, it will require the sustained\u00a0commitment by Industry, International Community and\u00a0Countries in the region; developing a better appreciation\u00a0and understanding of regional aspirations and retaining\u00a0the legacy (lessons learned) and expertise for an adequate\u00a0MSA framework. The importance of adequate Maritime\u00a0Situational Awareness cannot be underestimated. It is a central\u00a0requirement to ensure free and\u00a0safe shipping and a fundamental precondition for national and regional authorities, not only to counter-piracy, but for maritime security in general. But to establish and sustain a\u00a0comprehensive MSA is positively challenging as it requires\u00a0vision, long-term commitment and a combined and shared\u00a0effort of a multitude of stakeholders.
