Leadership and dialogue

An often overlooked aspect of positive responses to the crisis has been the importance of dialogue. This may be in private spaces, such as between workers, Trade Unions and employers, or in the public space, involving government, labour organisations and firms. Developing mutually-agreed responses to the crisis proved to be significant in many places, although the scale of the crisis did not always enable this. In this respect a key element for the promotion of crisis responses that supports resilience is one of leadership. This can be a critical role for government, particularly in setting and shaping resilience agendas within a territory.
